The Agriculture Production Division (APD) is one of the three functional divisions under the Department of Agriculture (See Organogram below). The division has three sections – Field Crops Section, Horticulture Section and School Agriculture Program (SAP). The division is headed by Chief Agriculture Officer and supported by National Commodity Programs headed by the National Focal Officers.

FIELD CROPS SECTION

The Field Crops Section will operate within the broad mandates and functions of Agriculture Production Division (APD).

The specific Terms of Reference (ToR) for the section are as detailed below.

Policy, Strategy& Guidelines

  • The section will develop, review and propose field crops development policies and strategies to support small holder farmers, commercial farmers, and private and corporate sectors engagement in field crops development.
  • The section will develop, review and propose Guidelines to implement field crops development policies ad strategies.
  • The section will operate its field crops development co-ordination functions primarily in Rice and Maize, but will also include other underutilized field crops (oilseeds, minor cereals and legumes & pulses).

Planning & Resource Mobilization

  • The section will lead the co-ordination and planning of field crops development program and activities in collaboration with Agriculture Research & Extension Division, ARDCs Bajo, Wengkhar & Samtenling, RDC-OA Yusipang, NSSC, NPPC, NMC, NPHC, NSC and AMC / FMCL.
  • The section will conduct thematic and strategic studies to identify critical issues affecting field crops production.
  • The section will lead the development of project proposals or concept notes on field crops production for submission to the Ministry and potential donor agencies for possible funding.
  • The section will issue strategic procedural guidelines to facilitate planning and mainstreaming into plans and programs of the local governments (Dzongkhags & gewogs), ARDCs and central programs.
  • The section will facilitate and lead “Five Year” field crops development plans and programs following DoA’s priority.
  • The section will facilitate and consolidate annual field crops plan and budget in consultation with the Dzongkhags, ARDCs and Central Programs for submission to the Ministry.
  • The section will lead annual work plan and budget negotiation with the MoAF and MoF.
  • The section will prioritize and formulate enterprise development plans for field crops.
  • The section will support and facilitate human resource development (HRD) activities on field crops.
  • The section will collaborate and coordinate with relevant agencies both within and outside the Ministry for enhancing agriculture production and marketing.
  • The section will coordinate identification of gaps, constraints and issues related to field crops production and accordingly recommend solutions.

Implementation

  • The section will take lead in coordinating the implementation of annual and Five year plans and programs.
  • The section will facilitate implementation of projects on field crops.
  • The section will collaborate with relevant agencies under the Department and the Ministry in implementing joint or collaborative programs and activities.
  • The section will support the implementation of field crops research program.

Monitoring, Evaluation and Knowledge/Information Management

  • The section will lead quarterly and annual monitoring of the implementation of agreed work plan and monitoring schedule.
  • The section will lead quarterly progress report compilation, submission and presentation to the Division.
  • The section will coordinate and facilitate annual review and planning workshops with the ARDCs and the central programs.
  • The section will review and align 5-year plans and programs of the central programs with that of the Division’s plans and programs.
  • The section will compile and publish annual report on field crops production.

Institutional Linkages

  • The section will develop linkages and liaise with relevant agencies within the DoA and outside.

HORTICULTURE SECTION

The Horticulture Section will operate within the broad mandates and functions of Agriculture Production Division (APD).

The specific Terms of Reference (ToR) for the section are as detailed below.

  • The section will develop, review and propose horticulture development policies and strategies to support small holder farmers, commercial farmers, and private and corporate sectors engagement in horticulture crops development.
  • The section will develop, review and propose Guidelines to implement horticulture development policies ad strategies.
  • The section will operate its horticulture development co-ordination functions primarily in vegetables, citrus, fruits & nuts, MAPS and floriculture.

Planning & Resource Mobilization

  • The section will lead the co-ordination and planning of horticulture development program and activities in collaboration with Agriculture Research & Extension Division, ARDCs Bajo, Wengkhar & Samtenling, RDC-OA Yusipang, NSSC, NPPC, NMC, NPHC, NSC and AMC / FMCL.
  • The section will conduct thematic and strategic studies to identify critical issues affecting horticulture production.
  • The section will lead the development of project proposals or concept notes on horticulture development for submission to the Ministry and potential donor agencies for possible funding.

CROSS - SECTORAL PROGRAM

School Agriculture Program

The School Agriculture Program (SAP) will operate within the broad mandates and functions of Agriculture Production Division (APD).

The specific Terms of Reference (ToR) for the section are as detailed below.

Policy, Strategy& Guidelines

  • The program will develop, review and propose policies and strategies related to school agriculture program including feeding program and food fortification.
  • The program will develop, review and propose Guidelines for the implementation of SAP.

Planning & Resource Mobilization

  • The program will lead the co-ordination and planning of SAP and activities in collaboration with School education program under the Department of Education.
  • The program will conduct thematic and strategic studies to identify critical issues affecting SAP.
  • The program will lead the development of project proposals or concept notes for submission to the Ministry and potential donor agencies for possible funding.

Implementation

  • The program will take lead in coordinating the implementation of annual and Five year plans and programs.
  • The program will facilitate implementation of projects related to SAP.
  • The program will collaborate with relevant agencies, especially with the Ministries of Education and Health in implementing joint or collaborative programs and activities particularly school feeding program.

Monitoring, Evaluation and Knowledge/Information Management

  • The program will lead quarterly and annual monitoring of the implementation of agreed work plan and monitoring schedule.
  • The program will lead quarterly progress report compilation, submission and presentation to the Division.
  • The program will compile reports and articles for publication in the annual report of the Department.

Agriculture Production Division

The Agriculture Production Division (APD) is one of the three functional divisions under the Department of Agriculture. The Division will function under the guidance of Director and the Agriculture advisor within the prevailing framework of MoAF’s development goal and policy objective of enhancing food self-sufficiency and food security.

The division will also provide guidance and advice on agriculture development through the following specific thematic functions.

  • Develop/review and propose agriculture commodity development policies and strategies to support small holder farmers, commercial farmers, private and cooperative sectors engagement in agriculture development.
  • Develop/review and propose Guidelines to implement agriculture development policies ad strategies.

  • Conduct thematic and strategic studies to identify critical issues affecting agriculture production and marketing.
  • Lead the development of project proposals or concept notes on production for submission to the Ministry and potential donor agencies for possible funding.
  • Issue strategic procedural guidelines to facilitate planning and mainstreaming into local government plans and programs of the Dzongkhags, ARDCs and central programs.
  • Facilitate and lead “Five Year” commodity development plans and programs for agriculture production and marketing.
  • Facilitate and consolidate annual Agriculture production support plan and budget in consultation with the Dzongkhags, ARDCs and Central Programs for submission to the Ministry.
  • Lead annual work plan and budget negotiation with the MoAF and MoF.
  • Prioritize and formulate enterprise development plans for both horticulture and field crops.
  • Support and facilitate human resource development (HRD) activities on arable agriculture and horticulture.
  • Coordinate and facilitate annual review and planning workshops with the ARDCs and the central programs.
  • Review and align 5-year plans and programs of the central programs with that of the Division’s plans and programs.
  • Collaborate and coordinate with relevant agencies both within and outside the Ministry for enhancing agriculture production and marketing.
  • Coordinate identification of gaps, constraints and issues related to agriculture production and accordingly recommend solutions.

Implementation

  • Lead the coordination of the implementation of annual and Five year plans and programs of the division and the central programs
  • Facilitate implementation of projects on food security and arable agriculture and horticulture development.
  • Collaborate with relevant agencies under the Department and the Ministry in implementing joint or collaborative programs and activities.

Monitoring, Evaluation and Knowledge/Information Management

  • Lead quarterly and annual monitoring of the implementation of agreed work plan and monitoring schedule.
  • Lead quarterly progress report compilation, submission and presentation to the Ministry/RGoB/donor agencies.
  • Lead mid-term review of the FYP for necessary revision and course correction.
  • Compile and publish annual Report on Agriculture production.
